Mr. Freedman previously headed the firm's Telecommunications group. He is currently on sabbatical from the Firm and is serving as the President of WorldNet TeleCommunications.
Mr. Freedman's background is highlighted by substantial experience with issues under the Telecommunications Act of 1996 as a result of the firm's cutting edge work on behalf of competitive telecommunications companies. The practice concentrates on, among other things, the negotiation of telecommunications carrier-to-carrier agreements for the interconnection and exchange of telecommunications traffic. He has also worked extensively on issues relating to wired communities and broadband telecommunications deployment.
Mr. Freedman had a leading role in a variety of contractual and transactional matters in the telecommunications field. In addition, Mr. Freedman has taken a lead role in representing clients, including some of the leading companies in the competitive telecommunications industry, in the negotiation and arbitration of interconnection agreements, related local competition matters, and other novel issues under the 1996 Telecommunications Act. He has handled a wide range of substantive interconnection issues, including matters such as dark fiber and combinations of network elements, and has experience with the full range of procedural approaches, from straightforward negotiations to full arbitration of such agreements.
Mr. Freedman has authored a seminal law review article regarding interconnection contracts. Among other things, he has negotiated a wide range of agreements with interconnecting incumbent carriers, transport and Internet backbone providers, interexchange carriers, and competitive access providers, as well as equipment vendors and manufacturers.
He is a member of the Federal Communications Bar Association, the D.C. Bar Computer and Telecommunications Law Section, and other professional organizations.
Mr. Freedman is admitted to practice in the District of Columbia and the State of Maryland.
