Mr. Harding actively participates in a broad range of proceedings before the FCC, such as rulemakings, waiver petitions, enforcement matters and transaction approvals.
He also assists cable clients as they enter new lines of business such as high-speed Internet, video on demand and voice over Internet protocol. In addition, Mr. Harding provides strategic counsel to the firm's broadcast and telecommunications clients on regulatory and business matters.
Prior to joining the firm in 1978, Mr. Harding was Assistant General Counsel of the National Cable Television Association and a staff attorney at the Cable Television Bureau of the FCC.
Mr. Harding is a member of the Federal Communications Bar Association.
Mr. Harding is admitted to practice in the District of Columbia.
