James Moskowitz is an associate that specializes in telecommunications law, litigation, corporate and privacy matters. Some of the recent issues that Mr. Moskowitz has assisted his clients with include contract enforcement through arbitration and litigation, intercarrier compensation (reciprocal compensation, access charges, and transit traffic), VoIP regulation, billing and collection agreements, CPNI and CALEA compliance, state and federal certifications, tariffs (drafting, compliance, litigation), numbering, dialing parity, and universal service assessment compliance, to name but a few.
Mr. Moskowitz also has significant experience in helping service provides, PCOs and real estate developers structure, negotiate, and implement arrangements for the provision of fiber to the home ("FTTH") broadband facilities in new single family and multiple dwelling unit ("MDU") developments. This representation involves advising service providers and developers on a number of issues unique to these arrangements, including structuring joint venture arrangements, lease-backs, easements, and property access arrangements.
Mr. Moskowitz is a frequent speaker at national conferences and seminars on telecommunications and FTTH deployment topics. He has also written a number of articles on these topics that have been published in nationally circulated industry publications. Before joining Fleischman & Harding, Mr. Moskowitz was chief regulatory counsel for a competitive local exchange carrier, an associate with Swidler Berlin Sheriff Friedman, an attorney advisor in the Wireless Bureau of the FCC, and an attorney with the Subcommittee on Antitrust, Competition, and Business Rights, Committee on the Judiciary, U.S. Senate.
Mr. Moskowitz is an active member of the Federal Communications Bar Association and is admitted to practice in the District of Columbia and Virginia.
