FCC Announces Filing Freezes On Certain FM Applications And Proposals

FM Allotments Counterproposals Freeze Begins: Immediately
FM Minor Change Freeze Begins: November 6, 2006
FM Minor Change Freeze Ends: November 13, 2006
FM Auction Begins: January 10, 2007

In conjunction with the upcoming auction for 9 vacant FM allotment construction permits, scheduled to begin on January 10, 2007 -which is separate and distinct from the upcoming auction for 124 vacant FM allotment construction permits scheduled to begin in March 2007 -the FCC instituted a freeze, effective immediately, on the filing ofcounterproposals that would modify any ofthe FM allotments subject to the January auction. (In June 2005, the FCC had imposed a freeze on the filing of all new petitions for new FM allotments.) The FCC also announced that during the "short form" filing window associated with the January auction, which will open on November 6, 2006 and close on November 13, the FCC will not accept any FM commercial or noncommercial "minor change" applications. If you are aware that your FM station needs to file an application for a minor modification, you should contact us as soon as possible to get that application on file with the FCC prior to the November 6 deadline. The filing freeze does not extend to FM Translator, FM Booster or low power FM stations. Applications for minor modifications of those secondary facilities still may be filed at any time.

By way of reminder, the January 2007 auction is open to all bidders, and a listing of the available FM allotments is attached. If you are interested in participating in this auction, please let us know as soon as possible, as a "short form" application will have to be filed by November 13, 2006.
