FERC Rejects Northern Natural Gas Quality Tariff

The Federal Energy Regulatory Commission has rejected the comprehensive gas quality tariff filed by Northern Natural Gas Company.  In response to FERC's Policy Statement, Northern Natural filed new tariff provisions to address overall gas quality, to prevent hydrocarborn liquid drop out, and to promote interchangeability with LNG.  Regarding liquid dropout, Northern Natural proposed a 5 degree F hydrocarbon dew point safeharbor, the most stringent proposed to date by an interstate pipeline.  Producers, distribution companies and end users all opposed the filing.  After the FERC Staff held a technical conference and considered written filings by all parties, on October 31, FERC rejected the filing because it did not have sufficient data to support the proposal. 121 FERC ¶ 61,122.
