As a reminder, by September 30, 2008, all cable “employment units” must prepare and file electronically at the FCC a Multi-Channel Video Programming Distributor EEO Program Annual Report on FCC Form 396-C. The Report requires cable employment units with six or more full-time employees (“FTEs”) to complete a series of certifications regarding compliance with the FCC’s rules governing EEO. Cable employment units with fewer than six FTEs must provide only basic information on the Report form. Hard copies of the completed Reports must be placed in each system’s public inspection file.
Additionally, employment units on the attached list also must complete a Supplemental Investigation Sheet (“SIS”). The SIS requires the unit to provide: (1) job descriptions for “semi-skilled operatives” (descriptions for the other listed categories are not necessary); and (2) exhibits answering specific questions regarding the unit’s EEO efforts over the past year.
