Mr. Soriano is a senior attorney at Fleischman and Harding, LLP. He represents competitive local exchange carriers, long distance service providers, international carriers, broadband providers (including VoIP), telephone equipment manufacturers, and providers of operator services, prepaid services, information services, and shared tenant services. He handles a wide range of issues focusing on local competition, including interconnection negotiations, section 251/252 arbitrations, section 271 proceedings, and other complex commercial and antitrust proceedings before federal and state regulatory commissions and courts. He also represents carriers in US DOJ investigations, including responding to CIDs, as well as represents them in proceedings initiated by state attorneys general. Moreover, Mr. Soriano provides advice to clients regarding strategic and regulatory matters, including transfers of control, bankruptcy, mergers and acquisitions, and state and federal certifications.
Mr. Soriano's recent work has focused on intercarrier compensation issues (including reciprocal compensation, access charges, and transiting), network neutrality, rate rebalancing, performance metrics, and appeals of interconnection arbitration decisions. He previously was an associate at Reed Smith and a Special Counsel at Kelley Drye & Warren. Mr. Soriano regular speaks at industry conferences, and was on the faculty of the Practicing Law Institute. His scholarly work has been published by the Practicing Law Institute, The Communications Lawyer, CommLaw Conspectus, The Internet Lawyer, and Kluwer Law International, among others.
Mr. Soriano has been active in the Federal Communications Bar Association and has held leadership positions in the association for many years, including co-chair of the Diversity Committee (1999-2002) and co-chair of the State and Local Practice Committee (2002-2006); he recently has been appointed co-chair of the Professional Responsibility Committee. Mr. Soriano is admitted to practice in the District of Columbia, New Jersey, and Pennsylvania.
Mr. Soriano obtained his law degree from Temple University Beasley School of Law where he was, among other things, Editor-in-Chief of the International and Comparative Law Journal, a member of the Moot Court Honor Society, W. Spofford Scholar, and recipient of T. Klasky Memorial Award for academic achievement.
